Biography

Angela MacNeil is the Administrative Regulations Analyst, Wage and Hour Technical Specialist for the Washington State Department of Labor and Industries Employment Standards Program. She earned her bachelor’s degree in psychology and criminal justice from the University of Washington in 2011 and began working for the Department of Labor & Industries in 2013.

During her time with the department, she has worked as an Industrial Relations Agent investigating prevailing wage complaints under Title 39 RCW for 6 years. Her work in that program resulted in the collection of over a million dollars in recovered wages for workers in Washington State.

She then transitioned to the employment standards program as they began to develop a companywide investigations unit conducting proactive investigations and enforcement. This provided a unique opportunity to transition the skills learned in prevailing wage to employment standards where investigations have been historically been conducted individually under the Wage Payment Act, RCW 49.48.

In her current role as the wage and hour technical specialist, she is the liaison for the program connecting the operational responsibilities of the employment standards program with the work being performed in the six regions around Washington State. She also performs the yearly wage calculation updates, which include minimum wage, minimum salary thresholds for executive, administrative and professional workers, threshold non-complete rates and Transportation Network Company (TNC) rates. She is a legislative session partner for L&I’s Fraud Prevention and Labor Standards division conducting bill analysis on proposed legislation and budgets which outline the resources and costs to implement proposed new legislation.
